Is It Fair To Cut Off Water For Renters?

Baltimore has started cutting off water service to some of the 23,000 customers who are seriously behind in their water bills and reports that some of those delinquent customers have started paying.  But protesters contend the cut-off pressure falls too heavily on people without money and on renters who don’t control whether their building’s bill gets paid.
