Sheilah Kast speaks with Dr. Fuller Torrey, founder of the Treatment Advocacy Center and Dr. Brian Hepburn, Executive Director of the Maryland Hygiene Administration, which oversees the state’s mental health system.

It’s estimated that there are about 4,000 people in Maryland prisons with a diagnosable mental illness. A new, controversial report from the Treatment Advocacy Center and the National Sherriff’s Association has drawn attention to those inmates and how they get treatment.
