In 2007, more than 6,000 children in Baltimore were in foster care. This year, the number of children in foster care has slipped below 2,000 – a reduction of more than two thirds. At a time when so many aspects of Baltimore are coming under scrutiny, this positive trend seems worth talking about. With Sheilah in the studio is Molly McGrath Tierney.
