The Baltimore Development Corporation has been holding closed meetings to discuss plans to transform Port Covington into a public space that will house the Under Armour headquarters. The site will be developed with help from a $535 million TIF or tax increment financing.
The BDC meetings are subject to open meetings laws and while the BDC says portions of the meetings are allowed to be closed to "discuss the marketing of public securities," critics say the closed meetings are a violation of the law.
