The Baltimore County Police Department is investigating a shooting in the area of Loch Raven Boulevard in Towson.

26-year-old charged with killing United Healthcare CEO is a Towson native whose family has deep ties to Baltimore region.

Police apprehended the man after receiving a tip that he had been spotted at a McDonald’s near Altoona, Pennsylvania.

The video shows the man fire at least one shot at officers. When questioned about why so many shots were fired, Worley said, “We're taught to shoot to incapacitate."

Commissioner Worley said they did recover a handgun with an extended magazine at the scene but they do not know yet if the weapon was fired.
